برصغیر میں دینی روایات اور اسلامی اقدار کے تحفظ و سر بلندی کے لئے علماء حق نے جو مجاہدانہ و سرفروشانہ کردار ادا کیا ہے، وہ تاریخ کا ناقابل فراموش باب ہے۔ مشیت خداوندی نے بر صغیر کے اہل علم کے لئے یہ سعادت مقدر کی کہ انہوں نے ماٰثر اسلامیہ کی حفاظت کے لئے دیگر عالم اسلام کے طریق سے ہٹ کر مدارس دینیہ کے قیام و استحکام کا بے نظیر کارنامہ سر انجام دیا۔مدارس دینیہ کی یہ عظیم طاقت مختلف حصوں میں بٹی ہوئی تھی۔ قیام پاکستان کے بعد اکا بر علماء دیوبند نے مسلمانانِ پاکستان کے اسلامی تشخص کو برقرار رکھنے‘ مملکت ِ خداداد پاکستان میں دینی مدارس کے تحفظ و استحکام اور باہمی ربط کو مضبوط بنانے اورمدارس کو منظم کرنے کے لئے ایک تنظیم کی ضرورت محسوس کی۔

چنانچہ اسی مقصد کے لئے اکابر علما ء دیوبند کا اجلاس جامعہ خیرالمدارس ملتان میں 20 شعبان المعظم 1376ھ مطابق22 مارچ 1957ء کو استاذالعلماء حضرت مولانا خیر محمد جالندھری نور اللہ مرقدہ کی صدارت میں منعقد ہوا اور ایک تنظیمی کمیٹی تشکیل دی گئی۔ تنظیمی کمیٹی کے اجلاس منعقدہ 14-15ربیع الثانی 1379ھ مطابق 18-19اکتوبر 1959 میں باقاعدہ طور پر وفاق المدارس العربیہ پاکستان کے نام سے ایک ہمہ گیر تنظیم کی بنیاد رکھی گئی۔جس میں وفاق کے دستور کی منظوری کے ساتھ ساتھ تین سال کے لئے عہدیداران کا انتخاب عمل میں آیا۔ صدر وفاق: شمس العلماء حضرت مولانا شمس الحق افغانی رحمۃ اللہ علیہ، نائب صدر اول استاذالعلماء حضرت مولانا خیر محمد جالندھری رحمۃ اللہ علیہ، نائب صدر دوم محدث عصر حضرت مولانا محمد یوسف بنوری رحمۃ اللہ علیہ، ناظم اعلی: محمودالملۃ حضرت مولانا مفتی محمود رحمۃ اللہ علیہ، خازن: فقیہ العصرحضرت مولانا مفتی عبداللہ رحمۃ اللہ علیہ۔حق تعالی شانہ نے وفاق کے قیام کا عظیم کام ان مقتدر و مقبول ہستیوں سے لیا۔
