Compulsory and Optional Subject Details

The Provincial Management Service (PMS) examination conducted by the Punjab Public Service Commission (PPSC) is designed to assess candidates’ proficiency across various subjects. The examination comprises both compulsory and optional subjects.

Compulsory Subjects:

All candidates are required to appear in the following compulsory subjects, each carrying 100 marks:

  • English Essay: Candidates must write an essay in English, demonstrating clarity of thought and expression.
  • English (Precis, Comprehension & Translation): This paper tests skills in precis writing, comprehension, and translation from Urdu to English.
  • Urdu (Essay, Precis, Comprehension & Translation): Focuses on essay writing, precis, comprehension, and translation from English to Urdu.
  • Islamic Studies/Ethics: Covers fundamental Islamic concepts and contemporary issues; non-Muslim candidates may opt for Ethics.
  • Pakistan Studies: Encompasses the history, culture, and current affairs of Pakistan.
  • General Knowledge: Assesses awareness of everyday science, current events, and general information.

Optional Subjects:

Candidates must select three optional subjects, ensuring that no more than one subject is chosen from each group. Each optional subject carries 200 marks, contributing to a total of 600 marks for the optional section.

PMS Jobs Age Criteria

According to Advertisement by PPSC PMS, the age limit is set between 21 to 30 years as of 1st January 2025. However, there are certain cases where age relaxation is allowed:

  • For officials serving in connection with the affairs of the Federal Government who are domiciled in Punjab, as well as officials serving in connection with the affairs of the Punjab Government with at least 4 years of service, the upper age limit is extended to 35 years.
  • Special persons are eligible for a maximum relaxation of 10 years in the upper age limit, as per the Punjab Civil Servants Recruitment (Relaxation of Upper Age Limit) Rules, 1976.
  • It is important to note that the Punjab Delegation of Powers (Relaxation of Age) Rules, 1961, as stated in the Government of Punjab, S&GAD Notification No. SOR-III(S&GAD)1-25/94(P) dated 29-11-2012, do not apply to the posts of the Government that are filled through the Combined Competitive Examination conducted by the Punjab Public Service Commission.
  • However, candidates must fulfill all other preconditions and qualifications for the examination on or before the Closing Date mentioned in the Advertisement.
  • During the Psychological Assessment and Interview, candidates are required to present their original certificates to authenticate the information provided in the application form.

Points to Ponder About the PMS Exam

  1. The question papers must meet the minimum standard expected at a graduate level.
  2. To qualify for the interview, candidates must obtain a minimum of 40% marks in each paper and an overall aggregate of 50%, which is equivalent to 600 marks.
  3. Additionally, candidates must secure a minimum of 50% marks in the interview to be eligible for inclusion in the final merit list of successful candidates.
  4. Apart from the Open Merit quota, the examination also considers quotas for Special Zone, Special Persons, and Minorities.
  5. The examination is conducted in various districts including Lahore, Rawalpindi, Multan, Bahawalpur, DG Khan, Faisalabad, and Sargodha.

Job Description of PMS Officer

  • The newly appointed PMS Officer is required to undergo mandatory training at the Management & Professional Development Department (MPDD) in Lahore for six months.
  • Upon completion of this training, the PMS Officer may be assigned various jobs or postings. For three months, the officer may be posted as an Assistant Commissioner (Under Training) or AC (UT).
  • This posting allows the officer to gain knowledge and understanding of the responsibilities of an Assistant Commissioner in a Tehsil.
  • During the first two years of service, the newly appointed PMS Officer is required to work in the Civil Secretariat.
  • This is done to provide the officer with practical experience and to learn the fundamental techniques of official work in government departments.
  • In the Civil Secretariat, there are different types of posts available for the newly appointed PMS Officer, including

PMS Officers Basic Salary

Upon appointment, a PMS Officer receives a salary in Basic Scale-17, accompanied by allowances and financial benefits in line with those granted to Punjab Government employees. Typically, PMS Officers are initially assigned as Section Officers in various departments of the Civil Secretariat. The salary of a PMS Officer can be approximated as follows:

Promotion Scope of PMS Officers in Punjab

Following the 18th amendment, PMS Officers in Punjab have job opportunities available from Basic Scale-17 to Scale-21. The appointment and promotion criteria as per service rules are outlined as follows:

Scale – 17:

  • 50% of the posts are filled through initial recruitment based on PPSC recommendations from the result of the combined competitive exam.
  • 45% are filled through promotion, including 22.5% based on seniority cum fitness from Tehsildars with five years of service and a graduate degree, and 22.5% based on seniority cum fitness from Superintendents and Private Secretaries, with a 50:50 ratio, respectively.
  • 05% are filled through selection on merit from civil servants in Basic Scale-05 to Basic Scale-16 with a Master’s Degree, Degree (4 years), or LLB and relevant experience.

Scale – 18:

  • 100% of the posts are filled by promotion on seniority-cum-fitness from PMS Officers in Basic Scale-17 with at least five years’ service, along with prescribed departmental training/exam.

Scale – 19:

  • 100% of the posts are filled by promotion based on selection on merit from PMS Officers in Basic Scale-18 with at least 12 years of service, including four years in Basic Scale-18 after prescribed departmental training/exam.

Scale – 20:

  • 100% of the posts are filled by promotion based on selection on merit from PMS Officers in Basic Scale-19 with at least 17 years of service, including three years in Basic Scale-19 after the Advance Training Course.

Scale- 21:

  • 100% of the posts are filled by promotion based on selection on merit from PMS Officers in Basic Scale-20 with at least 22 years of service, including two years in Basic Scale-20.
